Offender in city, police warn

Kingston Police have issued a community warning that an untreated serial sex offender who is likely to reoffend has moved into Kingston after his release from prison.

Police say that James Robert Bateman, 50, was freed Thursday. He has a 30-year criminal record that includes violent sex attacks on young children accompanied by torture and humiliation.

Const. Gerry Doherty, who screens high-risk inmate releases for Kingston Police, interviewed Bateman.

"He said his chances of being able to control himself are very low," Doherty said.

The officer said Bateman "ranks right up there" on his list of most worrisome ex-convicts.

"He's living with a couple for the weekend in a high children-populated area close to an educational facility," Doherty said.

Bateman is subject to a probation order that forbids him from contact with children under the age of 14. He cannot linger in areas where children are found, including schoolyards, playgrounds and community centres.

In 1991, Bateman was sentenced to eight years in prison for repeated violent assaults on a nine-year-old Belleville girl. Bateman tried to rape the child with a screwdriver.

After he was released, Bateman befriended a Kingston woman and attacked her children, a 10-year-old boy and an 11-year-old girl.

He was convicted in 2002 of sexual assault and sexual interference. In addition to molesting them, he humiliated the children. On one occasion, he hung the boy by his ankles over a stairwell. Another time, he rammed the boy's face into a plate of hot pasta.

Bateman also has sexually attacked adults. In 1985, he abused his adult girlfriend in London.

At his trial, the judge was told that he forced her to fellate him until she choked. When she tried to escape, he tied her hands behind her back and forced her to do it again, then raped her.

He was sentenced to three years in prison.

Bateman was released from Warkworth penitentiary in January, 2005, after serving his three-year sentence for the attacks on the two young Kingston children.

He refused sex-offender treatment at Warkworth.

At the time of his release, Bateman moved to Kingston and signed a special form of peace bond that Kingston Police sought out of concern that he might reoffend.

Roughly a year later, he was convicted of breaching the conditions of that bond and was sent back to prison.

Doherty said Bateman has assistance from a Circle of Support, a community network for sex offenders who are released after serving an entire sentence and are no longer subject to supervision of Corrections.

Doherty remains concerned.

"He's done some pretty traumatizing things to kids," the officer said

I don't understand why, when he freely admits he will offend again, and outright refuses treatment, that our 'justice system' would allow him to roam the city with minimal monitoring.... It scares the hell out of me.....
